A History of the City of Hagerstown, Maryland - 21740 from 1600 to 2023, Department of Police "To Protect and Serve" is the 2nd volume in the series. The 1st volume is held by the Western Maryland Room in the Washington County Free Library.The publication is made up of 7 bound volumes, each their own appendix (A-D3).
The collection also includes two introductory documents. The "Memorandum for the Record" includes administrative documents and information concerning the development and planning of the final product. The second item is an "In house Resource Log" intended to help facilitate documentation of use.

Biographical / Historical
Aldine N Moser Jr. graduated from Hagerstown Junior College Class of 1971 and Shepherd University Class of 1976. He served in the US Army, earning the rank of Sergeant. Moser is the executive director of the National Sheriffs' Association.
