Scope and Contents

The Office of the President Collection contains material regarding the changes the college has taken from the opening through its first president in the form of memos, meeting minutes, and meeting agendas. Names of the President’s council are included in this collection along with information on the President’s Advisory Committee. There are gaps from the opening of the college in 1946 to the first documented meeting minutes in 1976. From 1976 to 1989 there are a steady amount of meeting minutes and agendas. There is a gap from 1989 to 2002 with the President’s Council. The Dean’s Executive Council only shows meeting minutes from 1957-1973 with no information before or after those dates. Also with the President’s Advisory Committee, there are gaps of information before 1983 and after 1986, The Core Value collection has objectives in 1996 and 1998. The Office of the President Collection will have five main series: President’s Council, Dean’s Executive council, President’s Advising Committee, President’s Report, and Core Values. This arrangement is proposed by the processing archivist, the original order of these items was alphabetical. This new arrangement will allow items of similar subjects to be housed together and make it easier to find resources within the collection. The First Series, President’s Council, will include meeting minutes of the council from 1977 to 1989. Many of the records include members of the council and an agenda of items discussed. The Second Series, Dean’s Executive council, will include President cabinet members and information, meeting minutes, and agenda of items discussed. The Third Series, President’s Advising Committee, will include members of the council, brochures of new associations, and memos. The Fourth Series, The President’s Report, will include Annual President’s reports, newspaper clippings, photographs, and a video recording. The Fifth Series, Core Values, includes memos for core value changes from the President.

Administrative History

In January of 1953, Dr. Atlee Kepler was Dean of students of Hagerstown Community College, then named the first president of the college in 1961. During his time as Dean of Students and President, Dr. Kepler implemented many changes that advanced the college from its opening day on September 10, 1946. Over the period of time that Dr. Kepler was appointed president, Hagerstown Community College saw many changes such as the purchase of the Truman Smith Property to build HCC in 1962, taking over the nursing program from Washington County Hospital in 1968, and the Kepler Theater opening in 1978. Dr. Kepler retired in June of 1986 and Dr. Norman P. Shea became the new college president in July of 1986. 1987 to 2001 Hagerstown Community College saw many more changes including a name change. On July 1, 1998, Hagerstown Junior College became Hagerstown Community College. In 2000, William Brish Library opened. Dr. Shea retired in 2001 and in July 2002, Dr. Altieri becomes the third president at Hagerstown Community College. In 2005 HCC offered over 100 programs from the 40 offered in 2002. In 2009 HCC received a grant from the National Science Foundation. Dr. Altieri retires in 2017 and the fourth president of HCC, Dr. Klauber takes over in June of 2018.

The collection was transferred to the archives from a department to Hagerstown Community College, however no record of the transfer was kept. Therefore the original creator(s) as well as the date and transfer approval are unknown.
